A tattoo does not forbid a Jewish burial. This idea is one of the greatest myths around.
Of course, the Torah forbids tattoos in general, but that it a matter of Jewish law and has it own set of rules. But even if the tattoo is of a type that the Torah bans, there is no connection between having a tattoo and not having a Jewish burial.
I hope this answer is helpful and please feel free to write with any other questions you may have about Judaism.
