Because the seudah for a Siyum is considered to be a Seudas Mitzvah, see Rema Yoreh De’ah 246:26 and Taz ibid 9, which means that it is a Mitzvah for all those present to participate in the seudah – even if they were not part of the shiur that learned the Masechta – my personal feeling is that the Magid Shiur should sit down and eat together with everyone else.
