In theory vanilla beans are Kosher for Passover. The problem is that some vanilla beans have been through a process called curing before they are brought to the market. Such beans might be problematic for Passover (but not for the rest of the year).
Subsequently, if the beans have not been cured and they are nothing more than natural vanilla beans, they can be used for Passover. If they have been cured, I would recommend that you not use them on Passover unless they have “Kosher for Passover” certification.
