Tzedakah for Ba’alei Teshuvah

According to Halacha, what percentage of tzedakah given should go to a baal teshuvah? Did the Chofetz Chaim give a P’sak on this?

    There is no psak that I aware of from the Chofetz Chaim about an obligation to give Tzedakah to Ba’alei Teshuvah particularly. The Shulchan Aruch delineates the various levels of Tzedakah and which places take precedence.
