I am not quite sure what you mean when you write “presumably new”.
In any event, according to the OK, bone china does not require Tevilah. However, many Poskim are of the opinion that it is correct to toivel china without a Bracha. According to Rav Ovadiah Yosef, china must be toiveled with a Bracha. My personal approach is to toivel china without a Bracha, or to toivel them at the same time as other things that are obligated a Bracha.
