Jeremiah 39:2 And in the eleventh year of Zedekiah , in the fourth month, the ninth day of the month the city was broken up. Jeremiah 52:6 And on the fourth month , ninth day of the month , the famine was sore on the city so that there was no bread for the people of the land.

I am not familiar with any source that suggests that the 9th of Tammuz is a harbinger of terrible things. In fact, interestingly enough, each one of the sources that you mention refers to the same moment in history. Although there is room for uncertainty, the consensus of opinion among the Rabbis is that all the sources are a reference to the breaching of the walls of Jerusalem prior to the destruction of the Holy Temple.
