What a fascinating question! Rabbi S.R. Hirsch explains that the list that appears in Leviticus is delineating days that are so special that they “stick out” from the rest of the days of the year. Rosh Chodesh is also considered to be a special day, but because it is also regarded as a regular day with regards to what we are permitted to do and what we are not, it is not included in the list of Shabbat and Festivals.
