Rosh Chodesh Davening

Question

On Rosh Chodesh during Shacharis is Rosh Chodesh considered a Festival and we do not say during עקידה the אלקינו or during קורבנות the י-הי רצון ?

    Although Rosh Chodesh is a very special day, it is not a Yom Tov, and therefore the regular Korbonos that are recited at the beginning of Shacharis are said. Within those Korbonos there is an extra paragraph that is added which details the Rosh Chodesh offerings.
