Quinoa is not one of the five grains and, therefore, one does not make a Mezonos over it. Rather, one recites either Ha’adama or Shehakol depending on how it is used. If it is ground up and used as flour (which is how they make quinoa noodles) it it is Shehakol. If it is eaten whole the correct Bracha is Ha’adama.
According to the CRC raw chia seeds are not Kitniyos and if they have no added kosher sensitive ingredients they are fine for Pesach. Chia flour, however, needs Passover certification.
