There is a discussion among the Midrashic texts as to whether Pharaoh is the same Pharaoh throughout the story of the Exodus or not. According to some, he is the same person, and according to other opinions the original Pharaoh died and he was replaced, and so on. The reason that the Torah calls them all Pharaoh is because Pharaoh is not a name. Rather, it is a title denoting the ruler of the Egyptian empire.
