There are two approaches that are taken by the great scholars who formulate Jewish Law. The first is that it is permissible for a non-Jew to wear Tefillin, but that he receives no spiritual reward for doing so. The second approach is that it is forbidden. Personally, I always suggest to non-Jews who ask, that they follow the stringent approach and not wear Tefillin. As there are so many beautiful Commandments that can be fulfilled without any contradictory opinions, it would seem better to focus on them instead.
