Mitzvah of Tefillin: To Don or Wear

Question

Is the mitzvah of tefillin specifically to don them or to wear them once they are being worn? If one fails to have in mind he is fulfilling the mitzvah of tefillin at the time he is donning them, but has the mitzvah in mind when they are already on, has he fulfilled the mitzvah of tefillin?

    The basic Mitzvah of Tefillin is to put them on with either two Brachot (as per the Ashkenazic custom) or one Brachah (as per the Sephardic custom). The Rabbis instituted the custom of reciting Krias Shema whilst wearing them. By putting them on a person has fulfilled the Mitzvah of Tefillin.
