No, the Laws of Lashon Harah are not the same for Jews and non-Jews. There is no prohibition, per se, against speaking Lashon Harah about non-Jews. However, it is strongly recommended not to do so. The Midrash Shocher Tov explains that a person might become accustomed to speaking Lashon Hara and end up speaking Lashon Harah about a Jew.
