Everlasting Statutes

Shalom!
A friend of mine asked me about the laws described as “everlasting statutes” in the Torah. She wanted to know what kind of laws these are and why it is stressed that they are eternal (since the whole Torah and its laws are eternal themselves)?
I tried to find an answer myself but didn’t get too far. Can you tell me if there are discussions about this in the Talmud or somewhere else? Thank you!
