Drying Hands before Blessing

Question

When I make the blessing after going to the bathroom, do I need to make sure my hands are dry, like when washing for eating bread I know to dry my hands before making the blessing on the bread?

    No. Only when hands are washed in order to eat bread is there an obligation to dry them first before making the blessing over the bread. But there is no obligation to make sure that one’s hands are dry before reciting the blessing after having been to the bathroom.
