I assume that you are asking because of the Halacha that one should not eat before davening. Toothpaste is not considered to be a food and there is no problem with brushing your teeth before you daven in the morning. In truth, because of the Mitzvah of “V’Ahavatah LeRe’ehca Kamochah, I actually think that it might be obligatory!
