Brachah on Taking Off Tefillin

Question

According to a sugyah in the Talmud Yerushalmithere were rabbis who held the opinion you should recite a beracha when taking off tefillin. Why nowadays do almost no Jews practice that, with the only exception I know being Rabbi David Bar Hayim?

  1. Because the Jews in Bavel did not follow the ruling of the Yerushalmi, and did not make a Brachah on taking off Tefillin. Generally, we follow the opinion of the Talmud Bavli, and that is the way the Shulchan Aruch rules in this matter.
