There is no obligation, per se, to have the Mi Shebeirach recited only on a day that the Torah is read. It can actually be said without the Torah having been read. It can be said in public or in private. The reason that there is such a custom is because it is considered to be extremely auspicious to say it with a Minyan and after the Torah Reading. Having said that, as I wrote, it is not an imperative. The most important ingredient is that the prayer should be said with pure intent.
