Phone Conversation With Gentile During Shabbat in Their Time Zone

When Shabbat ends on the east coast, it is still Shabbat on the west coast for about 3 more hours. Is it permitted to have a phone conversation with a gentile on the west coast during that period of time?

    There is no problem whatsoever. The Laws of Shabbat are not applicable to a non-Jew, which means that there is no reason why you cannot speak with them once Shabbat has concluded at your end.
