I am embarrassed to tell you that I do not have very much experience with Parshas haMon, so I asked a Posek and he said that because the whole point of Parshas HaMon is to reinforce our Emunah that everything comes from Hakadosh Baruch Hu, it is permitted to recite it on Tisha b’Av because learning Divrei Emunah on Tisha b’Av is permitted, but only after Chatzos. He also said that someone who does not normally recite it should not say it on Tisha b’Av.
