Is it permitted to build a succah during chol hamoed succoth? (e.g. you arrive at a place during chol hamoed where you have to stay and there is no succah; or, your succah blows away during the holiday, can you put up a new one?)

I seem to remember in my reading somewhere that in ancient times there was a term for gentiles who lived among jews. They practiced jewish riuals ans followed jewish beliefs but wher not jews by birth or conversion but more of a jew by assocaition. Have you ever come across this term? Thanks for your help
