What bracha does the father of the bridegroom have to say on the day of the wedding?

in Num 15:38 we are told "to put upon the fringe of the borders a ribband of blue" My question is how many? Is it a single ribband of blue, or as many as we like, or some specific number?

I married a bas cohen. I recently found out that before her parents were married her mother was raped. Not only that but she had a baby with her boyfriend. She gave up the baby and years later met the man who is now her husband (nothing to do with the question really). Doesn't that make her pasul to marry a cohen?! I'm so confused!
