What is the source in Tanach that informs us about not putting anything on top of a grave except pebbles?

During Tachanun we sit and bow our heads, but only with a sefer Torah present. What is it about the Sefer Torah that causes us to do the bowing in Tachunan and not a regular Chumash? Why doesn't a Chumash cause us to bow as well?
