Answers
According to most opinions, because Maftir Yonah is the third Aliyah on Yom Kippur afternoon, neither a Kohen nor a Levi can be called up for the Aliyah. A Yisrael can make the Brachot over the Maftir, and a Kohen or a Levi can actually read the Book of Yonah. However, Rav Ovadiah Yosef ruled in Yalkut Yosef 622 that it is permissible for a Kohen to purchase Maftir Yonah. However, the Gabai calling him up to the Aliyah needs to announce: “Although he is a Kohen, he should come up for Maftir”.
