Technically it is, because it chews its cud and has cleft hooves. One might think that it is not eaten because we don’t know where to do the shechita (ritual slaughter), but that is not the issue. The reason we don’t eat giraffe today is because there is no continuous tradition of it being a kosher animal that is permitted to eat. (Aside from the possible local legal issues and the very expensive price!)
