There is no commandment “not to kill” – the commandment is “not to murder.” This does not include commandments from God, Himself, and it does not refer to situations of war or times of danger. It is referring to times of peace. The Torah is teaching us that under normal circumstances human life is sacrosanct. In any event, the commandment not to murder is referring only to human life and not to animals.
