If, after separating ma’aser, a person would not have enough money to cover their own expenses, they should not take ma’aser from their money. What they can do, if they so desire, is calculate what their ma’aser would have been if they didn’t have to pay rent, and write it down each month, so that when Hashem blesses them with financial security, they can “pay back” the ma’aser that they “owe”.
