I am not quite sure I understand what you mean when you ask about the “Halacha of shekalim.” There is a Tractate Shekalim in Mishna and in the Jerusalem Talmud, which that is found in a set of the Babylonian Talmud after Tractate Pesachim. ArtScroll Publishers has a separate volume dedicated to Shekalim.
There is not mitzvah of half-shekel nowadays as there was in the time of the Temple, since that mitzvah was with regard to the Temple needs. However, there is a widespread custom nowadays in many communities to give a half-shekel to charity to commemorate what was once done, and will again be done in the appropriate time.
