The Torah states (in Deut, 6:7): “And you will teach them to your children, and speak of them, when you sit in your house and when you walk on the way, and when you lie down and when you rise up.”
From the context and from tradition we are taught that this refers to the words of the “Shema.” “When “When you lie down” refers to when people are generally sleeping, at night. “When you rise up” refers to the morning hours, when people get up.
More specifically, the morning hours for saying Shema are the first quarter of the daytime period.
